Joint Communique on the Crisis in Puntland




We, the Maakhir Community of North America, express our regrets and serious concern about the crisis and heightened instability in Garowe town as a result of the barbaric attack on the Puntland House of Representatives on 11/06/19 by troops loyal to Deni, the president of Puntland. The Maakhir Community of North America:

  • Noting Deni’s act of barbarity that led to the loss of lives of dozens of civilians and members of the parliamentary guard  
  • Recalling Puntland’s continuous violations of the Provisional Federal Constitution, the rule of law, and its arbitrary and capricious actions that exceed all bounds of basic human decency
  • Cognizant of the hijacking of the State of Puntland under a nominal framework that a small group could exploit to their individual and clan’s advantage
  • Mindful of the failure to establish or institutionalize mechanisms to rein in presidential excesses due to the absence of bicameral parliament in Puntland and unequal representation from the regions of Sanaag, Haylaan, and West Bari in Parliament, giving rise to the emergence of presidential dictatorship,
Hereby cease to recognize Puntland and its Charter, ratified at the Harti Conference in Garowe, May 15 of 1998 and the Puntland Constitution, which was established in the 3rd session of Puntland House of Representatives, until the rule of law is restored and immediate justice served to the lives lost and those seriously injured. President Deni must immediately resign in order to preserve the unity and compact of Puntland.

We call upon an immediate communal conference bringing together majority of Maakhir traditional and religious leaders as well its political leadership on the restoration of the rule of law and a roadmap to establishing peace and legitimate regional government.
